Membership Dues:
A reminder that it’s time to pay 2012 membership dues. To join or renew with our group, it only costs $10 per family and $25 for businesses. We accept online payments and checks. Please use the membership page. Business members are welcome to schedule a short presentation about their business at a general membership meeting. Thanks for your help and support.

Public Meeting: Maryland Department of the Environment (MDE) about a wastewater project request by Congoleum Corporation in Finksburg:
The meeting will take place at the Finksburg Library on Tuesday, February 21, 2012 at 6:00PM. Representatives from MDE will be in attendance.

Carroll County Re-Districting:
Members of the county redistricting commission are proposing a map like the one 5 years ago that splits Finksburg in half between 2 commissioner districts There is another map that splits Finksburg into 3 different districts. Unfortunately the maps posted do not include roads or other identifying marks to clearly show this. The redistricting committee’s charge is to recommend a map to the legislative delegation by December 1, 2011. Details are located at: http://ccgovernment.carr.org/ccg/redist/.

Finksburg Development Updates:

On January 4, 2012 the Carroll County Zoning Administration will discuss...
3:30 p.m. Case ZA-1340 for a Zoning Administration Conference on an application for a new billboard sign, located at Map 59, Grid 17, Parcel 665, which is located approximately 1,000 feet west of Dede Rd, on the North side of MD Rt.140 (Baltimore Blvd) in Finksburg,
MD, in Election District 04, by James R. Mudgett Jr., according to the Carroll County Code of Public Laws and Ordinances Chapters 223-139 (B) (6) and 223-181.

The following development plan is scheduled for review at the Technical Review Committee meeting 9:00 a.m., Monday, January 23, 2012 in Rooms 003 and 004 of the County Office Building, 225 N. Center Street, Westminster, Maryland.
The property owner or their representative should be available at the meeting to
address any questions or comments concerning the project. A citizen comment period will immediately follow the technical review of the plan. Citizen comments may be verbal or written. The development plan is available for review at the Department of Land Use, Planning, &

Master Plan Update:
The Planning Commission's next work sessions on the Carroll County Master Plan are scheduled for 1/9/2012, 1/30/12 at 6:00 p.m. and 1/17/12 (time to be announced) in Room 003 of the County Office Building, 225 North Center Street, Westminster, Maryland.

Finksburg Corridor Plan: REJECTED( More Information)
February 16, 2011: The board of County Commissioners voted 4 to 1 to reject the Finksburg Corridor Plan. Only Commissioner Shoemaker voted in favor of the plan. The Board of Commissioners met with the Planning and Zoning Commission to discuss the Finksburg Plan on February 15th. The commissioners had to vote on the plan by February 18th. The FPACC Board, the River Downs Homeowners Association and various local businesses were in favor of adopting this plan.

The Finksburg Corridor Plan was approved by the Planning Commission for public review at their July 20, 2010 meeting. It is available for review on this web site (click here Note: 39MB, 120 Pages) and at the Finksburg Branch Library (2265 Old Westminster Pike, Finksburg) or Carroll County Department of Planning (Room 204, 225 N. Center Street, Westminster). This draft reflects changes that were requested by the Planning Commission at work sessions in December 2009, and January and June, 2010.
A public hearing on the draft plan was held by the Carroll County Planning and Zoning Commission on Tuesday, 10/12/2010 at 7:00 p.m. in the cafeteria of Sandymount Elementary School (2222 Old Westminster Pike, Finksburg).

The Finksburg Corridor Plan has been in the making for over 10 years. There have been numerous changes, starts and stops along the way. The incredible journey and timeline of this plan is documented here.

The Master Plan (not the pathways plan)
On January 11, 2011 the board of county commissioners voted to reject the new Master Plan.
On Thursday June,3 2010 the Carroll County 2010 Master Plan was voted to a 60 day public review by the Carroll County Planning & Zoning Commission. The Carroll County Planning and Zoning Commission held a public hearing following the 60-day review period on the recommended master plan. The hearing was held on Thursday, 8/19/2010, at 7:00 p.m. at the Carroll Community College's Scott Center Auditorium.

Lions Club and FPACC Presented a Gift to the Finksburg Library:
Library Donation
The Lions Club in coordination with FPACC and the Reese Volunteer Fire Co presented a gift to the library. The money being presented was raised through several joint benefits over the years when having a Library in Finksburg was just a dream.

Attention Finksburg Residents and Businesses!
A gateway tax credit has been enacted for the Maryland Route 140 Corridor through Finksburg from the Baltimore County line. This proposal is important to the future development of the Finksburg Community. FPACC is a strong proponent of a Gateway Renovation Tax Credit. In a letter addressed to Lawrence (Larry) F. Twele, Director, Carroll County Department of Economic Development, we recommend that the proposed ordinance only be for improvement to existing businesses for facade, layout, signs, etc., that adhere strictly to the design guidelines. Furthermore we strongly urged them to consider the inclusion of the Planning Dept., the Planning and Zoning Commission, and the Rt. 140 Design Guidelines. Full Letter. The final approved ordinance was modified from what was originally proposed and addressed some of our concerns.
